FACT SHEET - Road Upgrading And Construction In Kampala City

The Second Kampala Institutional and Infrastructure Development Project (KIIDP 2) seeks to enhance infrastructure and institutional capacity of Kampala Capital City Authority (KCCA) and improve urban mobility for inclusive economic growth. The Project has two components, the first component is the widening and construction of city roads, drainage and associated infrastructure. The second component is the institutional and systems development support – this aims to strengthen the capacity of KCCA to deliver on its mandate. This five year project is worth US$183.7 Million and its implementation started in May 2015. The project is funded by the World Bank and the Government of Uganda, and is implemented by KCCA. The project is being implemented in the five Divisions of Kampala: Central, Nakawa, Makindye, Kawempe, and Rubaga.

The Second Kampala Institutional and Infrastructure Development Project will specifically:

  1. Widen, upgrade and construct roads and junctions in Kampala City
    Deliverables and Results:
  • Reconstruct and widen approximately 75 km of tarmac road
  • Construct and convert roads into dual carriage
  • Upgrade  a total of 77 kms gravel roads to tarmac
  • Signalize 15 standalone junctions and 16 incidental junctions
  • Design and construct drainage channels in Nalukolongo and Kinawataka. All designs are ready.
  • Prepare a Multi Modal Urban Transport Master plan is ongoing
  • The Kampala Drainage Master plan is updated
     
  1. Provide institutional and systems development support for KCCA
  • Establish an automated register for all properties and roads in the city
  • Construct a Traffic Light Control Centre at KCCA
  • Locate, assign and name residential, commercial properties and offices, plus roads within the city. 
  • Streamline the Revenue Management Systems

Roads and Junctions under construction, nearing completion are:  
The length of road under construction to-date is 21 kms.

  1. Fairway Junction – one signalized traffic light junction
  2. Kabira Junction – one signalized traffic light junction
  3. Kira four lane Road– two signalized traffic light junctions
  4. Mambule four lane Road (Bwaise) – one signalized traffic light junction
  5. Bwaise Junction– one signalized traffic light junction
  6. Makerere Hill four lane Road – three signalized traffic light junctions and one signalized pedestrian crossing
  7. Bakuli-Nakulabye-Kasubi  four lane road – three signalized traffic light junctions

  • Portbell Road
  • Old Portbell Road/ Spring Road
  • Nakawa - Ntinda Road
  • John Babiha/ Acacia Avenue

Planned Drainage Work with Completed Results:
A stretch of 65 kms of drainage construction is planned around Kampala.
