BALIMWEZO NAMES NEW CITY EXECUTIVE COMMITTEE
PUBLISHED — 25th, May 2026Kampala Lord Mayor Ronald Nsubuga Balimwezo has unveiled his City Executive Committee (CEC), with women taking the majority of the top leadership positions in the new city cabinet.
Faridah Nakabugo, representing Lubaga II, has been appointed Deputy Lord Mayor as well as Secretary for Administration and Human Resources, placing her at the core of the city’s internal management and staffing systems.
Shamim Nambasa of Kawempe II takes on the influential Finance docket as Secretary for Finance, where she will oversee budgeting, revenue planning and fiscal management for the capital.
Dr Judith Nalukwago, representing Makindye III, has been named Secretary for Social Services, tasked with overseeing health, education and community welfare programmes.
Godfrey Luyombya of Nakawa II completes the lineup as Secretary for Civil Works and Physical Planning, responsible for infrastructure development, urban planning and city works.
The CEC, established under the Kampala Capital City Authority (Amendment) Act, 2019, serves as the political and executive arm of the city. It is mandated to initiate policies, oversee implementation of council decisions and supervise service delivery across Kampala.
It also plays a central role in preparing and presenting the annual city budget, supporting the Lord Mayor in executing his duties, and formulating development strategies for the capital.
In addition, the committee monitors sector performance and ensures that council resolutions are implemented by the authority’s technical and administrative machinery.
