Invitation to bid for provision of Consultancy Services for the Supervision of Environmental and Social Safeguards on Construction and Upgrade of Selected Roads in Kampala Capital City (Lots 1 – 5)

Standard Invitation to Consultants

KCCA-GKMA/CONS/2023-2024/00014

1. The Government of Uganda through the Ministry of Kampala Capital City and Metropolitan Affairs (MKCC&MA) has received funding from the World Bank/International Development Association (IDA) to implement the Greater Kampala Metropolitan Area-Urban Development Program (GKMA-UDP). Kampala Capital City Authority as one of the participating entities has been allocated funds under the program for the Upgrading and Reconstruction of selected roads to bituminous standards under Lots 1-5.
2. Kampala Capital City Authority invites sealed proposals from eligible Consultants for the provision of the above Consultancy services.
3. Bidding will be conducted in accordance with the Open Bidding Method contained in the Government of Uganda’s Public Procurement and Disposal of Public Assets Act, 2003 the PPDA (Procurement of Consultancy services) Regulations, 2014 and the procedures described in Part 1: Proposal Procedures.
4. Interested eligible Consultants may obtain further information and inspect the Request for Proposals document at the address given at 8(a) from 8:00 am to 5:00 pm from Monday to Friday except on Public Holidays
5. The Request for proposals document in English may be purchased by interested Consultants up on submission of a written application to the address below at 8(b) and upon payment of a non-refundable fee of UGX. 300,000 (Uganda shillings three hundred thousand Only) to the bank after generating a payment advise form from the entity.  
6. Proposals must be delivered to the address below at 8(c) at or before 11:00 Am on 26^th September 2024. Late proposals shall be rejected. Proposals will be opened in the presence of the consultants’ representatives who choose to attend at the address below at 7(d) at 11:30 Am, on 26^th September 2024
7. There shall be a pre–proposal meeting at the Procurement & Disposal Department, Kampala Capital City Authority, Plot 1-3 Apolo Kaggwa Road, P.O Box 7010, Kampala at 11:00 Am on 12^th September 2024 
8. (a)   Documents may be inspected at:  Procurement & Disposal Department, Kampala Capital City Authority, Plot 1-3 Apolo Kaggwa Road, P.O Box 7010, Kampala, from 8.00 am to 5.00 pm from Monday to Friday except on Public Holiday 
   (b)   Documents will be issued from:  Procurement & Disposal Department, Kampala Capital City Authority, Plot 1-3 Apolo Kaggwa Road, P.O Box 7010, Kampala, from 8.00 am to 5.00 pm from Monday to Friday except on Public Holiday
   (c)   Proposals must be delivered to:   Procurement & Disposal Department, Kampala Capital City Authority, Plot 1-3 Apolo Kaggwa Road, P.O Box 7010, Kampala, from 8.00 am to 5.00 pm from Monday to Friday except on Public Holiday

9. Please inform us, upon receipt:
   a). that you received the letter of invitation; and
   b). whether you will submit a proposal alone or in association.
