KCCA ED URGES ENFORCEMENT OFFICERS TO UPHOLD INTEGRITY AND PROFESSIONALISM

“We must root out corruption and serve with discipline, integrity, and patriotism,” was the call from the Executive Director of Kampala Capital City Authority (KCCA), Hajjat Sharifah Buzeki, as she addressed over 270 enforcement officers during a meeting held at the Lord Mayor’s Parlor.
Recognizing enforcement officers as the face of Kampala, Hajjat Buzeki praised their ongoing efforts in maintaining order in the city ranging from enforcing trade laws to tackling sanitation, public health, and traffic challenges.
She commended their role in anti-littering campaigns, protection of green spaces, and public sensitization efforts before enforcement actions.
“You are doing a great job, and I want to thank you,” she said. “But we must be consistent in rooting out bad elements among us who are involved in corruption and bribery. When you have a rotten banana among the good ones, you remove it. We cannot let a few individuals taint the image of our institution.”
The ED pledged continued support to enforcement officers but warned that errant behavior and corruption would not be tolerated. She reaffirmed KCCA’s zero-tolerance stance on corruption and urged officers to uphold the Authority’s core values in every operation they undertake.
“You are not just working for a salary,” Hajjat Buzeki emphasized. “You are contributing to a better country. Let patriotism be your driving force.”
Deputy Executive Director Benon Kigenyi echoed her sentiments, stating, “You are the face of Kampala. These meetings are a mirror to help us reflect on what we’re doing well and what needs improvement.”
Director of Legal Affairs Frank Rusa called on officers to apply their training professionally and manage public exhibits responsibly. “The era of strict discipline is here. We expect enforcement officers to perform their duties legally and ethically,” Rusa said.
The Manager of Enforcement Kassim Matovu outlined key challenges faced by the team, including a lack of customized vehicles, limited police protection, and the need for continuous training and retooling. He emphasized the importance of strengthening collaboration with the Uganda Police Force to enhance the safety and effectiveness of enforcement operations.
He also highlighted new innovations such as the introduction of body-worn cameras to improve transparency and performance analysis.
The meeting tackled critical focus areas including noise pollution, trade order, sanitation, public health, and traffic management—core duties of the enforcement unit. Officers were reminded that their work impacts not only the image of KCCA but also the future of Uganda.
KCCA reaffirmed its commitment to empowering the enforcement team while demanding high standards of discipline, accountability, and service to the public.
