KISAKA HANDS OVER OFFICE TO RUSA AMIDST PRAISE AND OPTIMISM

In an emotional ceremony at City Hall on Thursday, Dorothy Kisaka, outgoing Executive Director of Kampala Capital City Authority (KCCA), officially handed over leadership to Frank Rusa, the newly appointed Acting Executive Director.

Former Deputy Executive Director, Eng. David Luyimbazi, and Former Director of Public Health and Environment, Dr. Daniel Okello, also handed over to their successors, Robert Nowera and Dr. Sarah Zalwango.

Rusa, the substantive Director of Legal Affairs, and his new team will serve for 100 days before a substantive officers are appointed.

The event, was attended Minister for Kampala Capital City and Metropolitan Affairs, Hajjat Minsa Kabanda, State Minister for Kampala Capital City and Metropolitan Affairs, Kabuye Kyofatogabye, Yunus Kakande, Permanent Secretary in the Office of the President, KCCA staff, and well-wishers.

In her farewell speech, Kisaka expressed gratitude to President Yoweri Museveni and government officials for entrusting her with the responsibility to lead. She acknowledged the contributions of the KCCA Council, the Lord Mayor, and her technical team.

"Together, we have labored to carry the brand of the Smart City," she said, recognizing the collective efforts of the technical team and all KCCA staff. Kisaka also thanked her family for their unwavering support.

Kisaka's tenure, which spanned four years, was marked by significant achievements, including the Kampala City Roads Rehabilitation Project, flood mitigation efforts, waste management improvements, and urban development initiatives aimed at transforming Kampala into a "Smart City."

“I leave with a deep sense of pride in the collective efforts we've made toward a Smart City,” she said, wishing Rusa and the new team God's blessings as they continue the work.

Rusa, recognizing the challenges ahead, expressed respect for Kisaka's achievements and pledged to lead with teamwork and integrity. "I don't see myself as a top executive but as a team leader," he remarked, promising to make an impact in his 100 days period.

Minister Kabanda praised Kisaka's service and urged the new leadership to maintain integrity and unity. She warned against corruption and encouraged effective teamwork.

Kyofatogabye, congratulated both the outgoing and incoming teams for their service and commitment to the city. He expressed his confidence in Rusa's ability to lead as substantive leader is appointed.

While Kakande, Permanent Secretary in the Office of the President, who also represented the head of public service, Lucy Nakyobe, extended gratitude to Kisaka for her service.

Outgoing Deputy Director, Eng. Luyimbazi, reflected on his tenure, stating, "I gave my best, and I have no regrets."

Dr. Okello reflected on his career at KCCA, expressing gratitude to the president and the institution for the opportunity to rise through the ranks to the director level. "It is a cycle of service," he remarked, passing the mantle to the incoming leadership with optimism for the future.
