KCCA ENFORCEMENT OFFICERS EQUIPPED FOR CITIZEN-CENTERED SERVICE DELIVERY

In a significant stride towards prioritizing citizen-centered service delivery, the Kampala Capital City Authority (KCCA) celebrated the successful completion of its first cohort of enforcement officers in a remarkable passing out parade held at the National Leadership Institute (NALI) in Kyankwazi. The event marked a crucial milestone in KCCA's endeavors to foster a disciplined workforce dedicated to enhancing the welfare of Kampala's residents.

Under the guidance of Dorothy Kisaka, the Executive Director of KCCA, an extensive and comprehensive training program was implemented to instill discipline, professionalism and a customer-centric approach among the enforcement officers.

In her inspiring address, delivered by Frank Rusa, the Director of Legal Affairs, Kisaka emphasized the importance of considering citizens as their bosses and encouraged the officers to promote trade order to enhance revenue collection to support the development of Kampala's infrastructure.

The training program is in perfect alignment with KCCA's vision of transforming Kampala into a Smart City, focusing on Technology, Infrastructure and the People wellbeing.

The inaugural course comprised a total of 72 enforcement officers who underwent rigorous training in a wide range of subjects, including critical thinking, geopolitics, financial literacy, patriotism, politics, history and revolutionary work methods. Additionally, the participants received lessons in restraint, intelligence gathering and self-defense tactics to further enhance their skill set.

Brig Charles Kisembo, the Director of NALI, commended the enforcement officers for their resilience and emphasized the significance of ideological transformation and leadership development.

He also acknowledged the collaborative efforts between the police, Uganda People's Defense Force (UPDF) and academia, highlighting the collective commitment to equipping the officers with the necessary skills.

Expressing gratitude, Grace Akullo, the Director of Administration and Human Resource at KCCA, commended the participants for their active engagement and unwavering commitment during the training program. While acknowledging the positive changes observed, she stressed the importance of translating the acquired knowledge into tangible improvements on the ground, benefiting the citizens of Kampala.

During the passing out ceremony, the enforcement officers showcased their newly acquired skills by demonstrating various drills and self-defense techniques. Notably, they exhibited their proficiency in stripping and assembling an AK-47 gun, emphasizing the importance of preventing its misuse by criminals and ensuring public safety.

Speaking on behalf of the enforcement officers, Nabukyalo Naomi expressed gratitude to the KCCA Executive Director and NALI for initiating the training program. She assured that the officers would leverage their newfound knowledge and skills to enhance service delivery in Kampala, striving to make a positive difference in the lives of the city's residents.

With the successful completion of the first course, KCCA is actively preparing to train a second cohort of 88 enforcement officers. These ongoing efforts to enhance the capabilities of enforcement officers underscore KCCA's unwavering commitment to providing efficient and citizen-centered services, ultimately contributing to the growth and development of Kampala as a vibrant and prosperous city.
