BUZEKI, KIGENYI INSPECT CITY ROADS, PUSH FOR TIMELY DELIVERY AND SAFETY

As traffic flowed and construction crews worked through the morning, Kampala Capital City Authority (KCCA) Executive Director Hajjat Sharifah Buzeki walked through active road sites across the city on Wednesday, taking stock of progress firsthand.
Joined by her Deputy, Benon Kigenyi, the visit offered a ground-level view of how ongoing road upgrades are steadily reshaping daily movement for residents, traders, and commuters.
The inspection covered multiple sites under the 14.65-kilometre city roads construction and upgrade project being implemented by Dott Services Limited and supervised by MBW Consulting.
The works form part of a UGX 550 billion Government of Uganda–funded infrastructure program aimed at improving mobility, drainage, and road safety in Kampala.
The tour began at Lower Kololo Terrace, where the Executive Director first visited the contractor’s camp before inspecting ongoing asphalt works.
“We want to see progress with our own eyes,” Buzeki said. “These roads affect people’s daily lives, so quality, safety, and timelines must move together.”
From Kololo, the team proceeded to the Kisenyi area, where drainage works on Erisa Nkonyonyo Road (left-hand side) were still underway. Manhole construction was ongoing on Church Road, while pipe culvert backfilling continued along Church Lane. Sub-base formation works were also observed on Naava Road.
While inspecting Erisa Nkonyonyo Road, Buzeki paused the tour after observing poor site cleanliness and leaking sewer lines, directing that the area be cleaned before the inspection continued.
“Road construction cannot come at the cost of public health,” she said. “Clean, orderly worksites are not optional, they are part of delivering a complete road.”
In Lubaga Division, the team reviewed ongoing asphalt works on Kabaka’s Lake Road, one of the project’s key corridors with a four-month completion target.
At Nachwa Road, no works were underway due to delays caused by the relocation of utility lines. Engineers explained that additional time was needed to transfer services and install larger duct lines to avoid future disruptions.
“These coordination challenges are real, but they must be resolved quickly,” Buzeki said. “We are pushing for better planning with utility agencies so that once work starts, it moves without unnecessary stops.”
Deputy Executive Director Benon Kigenyi said the inspections were intended to ensure consistency across all sites.
“Our role is to make sure contractors meet the required standards across every road, not just a few,” Kigenyi said. “We are tracking progress closely so that delays are addressed early and quality is maintained.”
Dott Services Limited has been contracted by KCCA to rehabilitate and upgrade 24 roads across Kampala, covering a total of 14.65 kilometres. The scope includes upgrading roads to bitumen standard, covered drainage systems, solar street lighting, and pedestrian walkways, with implementation scheduled over three years.
Key roads under the project include Kabaka’s Lake Road, Lower Kololo Terrace, Bukoto Street, Wilson Road, Market Street, Kalinabiri Road, and the Mengo–Kisenyi link road.
As the inspection concluded, Kigenyi emphasized the broader impact of the works.
“These roads are about more than asphalt,” he said. “They are about safer movement, better drainage, and a city that works better for everyone.”
For residents and road users, the ongoing inspections signal steady oversight as Kampala’s road network is gradually upgraded, site by site, kilometre by kilometre.
