Disclosure of the Final Resettlement Action Plan for Roads under Kampala Institutional and Infrastructure Development Project

Kampala City has approximately 2110km of roads of which about 450km (38%) are paved and 750km (62%) are unpaved. A significant portion of the unpaved network is heavily trafficked with over 300 vehicles per day. With the ever-increasing traffic volumes, it is becoming very expensive and unsustainable to maintain unpaved roads. Almost 80% of the paved roads and 99% of the unpaved roads are in fair-to-poor condition due to a heavy maintenance backlog. The roads are characterized by potholes, distortions, cracks, etc. and the level of service is low.

The Government of Uganda represented by Kampala Capital City Authority (KCCA), received funding from the International Development Association (IDA) for the second Kampala Institutional and Infrastructure Development Project (KIIDP2). Part of this credit will be used for reconstruction, widening and upgrading from gravel to bitumen standard of selected City roads as well as improvement of junctions under Batch 2, to improve the current mobility situation in Kampala. Identified roads for upgrading include:

Nakawa-Ntinda Road (includingNtinda Junction),John BabihaRoad/Acacia Avenue, Kabuusu-Bunamwaya-Lweza Road, Kulambiro Ring Road and Lukuli Road.

Kampala Capital City Authority contracted an independent consultant to undertake a Resettlement Action Plan (RAP), and this has been completed. The RAP was prepared in accordance with Ugandan laws and policies related to land acquisition and resettlement and World Bank Operational Procedures specifically O.P 4.12, public consultation and participation.

There are already ongoing discussions between Kampala Capital City Authority and Wakiso District leadership, Kampala Capital City Division leaders (Nakawa, Lubaga and Makindye), community and affected persons on the different modes of compensation including: provision of Right of Way at no compensation, and replacement of paved walkways, perimeter walls and other developments on the affected but donated land.  Several affected persons have already consented to the voluntary provision of land for Kabuusu-Bunamwaya-Lweza, Kulambiro Ring and Lukuli roads.

As a requirement by the World Bank Safeguards Policy, the final RAP is being publically disclosed, to provide the project affected persons and general public with information for their review and comments.KCCA has extended the date for receiving comments regarding this RAP to 22nd May 2018.
