PAYMENT OF COMMERCIAL ROAD USER FEES IN KAMPALA

a)   Background

For the financial year 2017/2018, Kampala Capital City Authority budgeted to collect UGX 26bn from Commercial Road Users and Parking Fees to facilitate service provision within the Capital City. Commercial road users include pickups, taxis, coasters, buses, trucks, motorcycles and taxi cabs.

 

The budgeted commercial road user fees revenues is appropriated to fund service delivery in the following areas

  •  
  • a)     Construction and maintenance of roads and pavements;
  • b)     Maintenance of drainages
  • c)     Solid waste management
  • d)     Installation of traffic lights or signals;
  • e)     Installation of road furniture or signage;
  • f)      Street marking;
  • g)     Management of bus/taxi stations/parks/terminals;
  • h)     Establishment of bus/taxi stages and stops;
  • i)      Establishment of street parking slots/bays;
  • j)      Maintenance of law and order

 

Over the last 3 months, the commercial road user operators have not been paying their monthly dues to KCCA on account of their interpretation of the presidential directive in a letter dated 22nd July,2017 addressed to the prime minister on the harmonization of taxation of the informal sector.

 

On 25th Sept 2017, Cabinet’s position on the presidential directive was communicated in a joint press conference held at the Uganda Media Center which advised that the commercial road user operators must continue paying their obligations in the current arrangement while a mechanism of harmonization of the various fees is being looked at.

 

KCCA, would therefore like to request all Commercial Road User Operators (taxi operators, bus operators, lorry, pick-up and special hire operators) to immediately commence settlement of all dues in arrears before 1st November 2017 to avoid inconveniences of enforced recovery of arrears. Operators of buses, lorries, pickups and Boda Bodas who are not yet registered are also requested to register their vehicles with KCCA and meet their monthly obligations so as to comply with The Kampala Capital City (Commercial Road Users) Regulations, 2015.
